Mystery Key ID

Currently helping my mom move and found this key-looking thing among her stuff. Anybody have an idea what it might be for? It was in a drawer with the key to her car, so it might be somehow related. There's also an oval, Fordesque indentation that you can barely see in the photo, but it doesn't actually say "Ford" anywhere, and the car is a Lincoln.

Any hints?

Maybe a garden tractor

Hmm. Still a mystery. Mom's 97. I'm starting to think mobility scooter (Walmart shopper tractor).
