You have to understand how small the difference is between too-tight and too-loose. With small parts it can be a couple tenths or even less. Combine that with the fact that few people have the ability to measure a bore that well and you can see the problem. Thus the need to sand/polish. 1018 is hard to get a good finish on. If you absolutely have to use it, try a shear grind on your tool. That can get you a finish almost as good as ground.
