Yes, it can rotate 360. The only thing that would interfere would be if the big set screw was turned back far enough to protrude from the ring.

Another odd thing for something that rotates on bearings and position can be set is that there are no reference marks or degree markings. A real poser…..

Motorcraft was about replacement parts. If this was a tool of some kind for Ford products I would think it would have a cast in part number and certainly a Ford script on it. That large setscrew doesn't appear to have any wear or wallowing of the socket. If this was used as a jig or repair station you would think there would be evidence of repeated use.
The screws for the base don't look like they are very big. I doubt whatever got trapped in the ring was very heavy or protruded much front to back.

Motorcraft in Muncie IN is a company that rebuilds motors and parts for HVAC. Established in 1938. I believe it is one of their specialty tools. https://www.motorcraftllc.com/

You were absolutely right. I sent an email along with some pictures this morning and they already responded. It was invented and patented by them. They sold the rights off to another company years later. It was in fact made for rebuilding/rewinding electric motors. In the original email I also asked if they might have a picture of one in use. They didn’t send one or mention it so I’m guessing they didn’t have one.
