Really glad you posted this. Interestingly, I too am looking to produce the cylinder covers for my LE American. It too sat under the stairs for a number of years before I acquired it.

PS. Dog hair is a natural rust preservative.

The top row of taped holes I hand drilled and hand taped. It was a various tedious task not to break the tap. You can put a stop on the drill bit so it will not go in too far.

I have done covers on two locomotives that had Allen Cylinders. I did not have to machine the inside of the head covers, since the jacket only goes about 1/2 of the way around the head so they fit on ok just pulled the head cover off center a few thousands, which was not an issue.
