What would you do about this coating?

Here is some of my real world work in a 4-jaw lathe and then mill/drill. Doesn't it look like a piece that could have come from a valve train? It's actually a work stop for the side of my vice though. The stock was a piece of railroad tie plate (See how it still has the lip that holds the rail?). Still trying to de-rust it so I can paint it. Tried putting it in Evaporust for a week and it left this black residue all over I can't get off and also didn't de-rust completely. Thinking about putting it in that peanut butter jar with some sand and running it in the lathe at low speed for a good long time. Good idea?

Bead blast it..
Too many things going on to bother listing them.

As Bill suggested, bead blast it if you know of one around.
With a coating as tough as you're experiencing it'll be good base for primer and paint. Of course rough it up a little with some emory cloth or sand paper first.
