looks like a popcorn engine to me, used to run popcorn poppers on street carts in the teens and twenties.......

the two popcorn wagon engines i have seen are larger and have a seperate boiler. they drove both the toy figure who turned the nut roasting drum and the stirrer in the popcorn pan. i worked on one a few years back along with several other trades people. this is one i can get pics of . i believe it was in lastyear pendleton roundup parade.

If the one in the video is the one that you are refering to, It is a toy engine. I think built by Weeden. The most it could be used for would to maybe power an erector set, or various toys that are built for these engines.
