Mauser Bolt Face

I was truing up the bolt face on a Mauser action and found it to be extremely hard. So hard that the carbide cutter wouldn't touch it. So I thought I would ask if anyone else has run into this or if this should be a concern as the last couple I have done I had no problem cutting.

I've always just used lapping compound to make sure they bolt face is square with the action.
