of what real value is an oxygen scavenger once a boiler has been drained and opened to the atmosphere?
if the boiler is kept under pressure, on-line or full of water and sealed (not open to the air), oxy scav is of value.

the best suggestion is to fix what you have - test the water and treat what is needed.

consider gearing and gear center-lines (which include axle center of rotation)
if you push the axles down...gears become fans because teeth do not mesh. Redesign is required.
You also have to consider the ash pan and getting it to clear the tracks..with smaller wheels it will 'drag'.

that being the case, then just make it like you would an arch for a coal burner.. big question is how are you going to anchor it in the firebox? typical is at the bottom of the throat sheet, made of one piece. The need to remove it is much much much less than with a coal burner, so I would worry les...

arch design depends on the position / height / orientation of the burners. got a drawing / photo? putty around the edges....depends on where the burners are / pointed. my 3/4 Hudson has 7 burners under the throat pointed toward the firedoor. arch is quite loose around the edges...but very effective....
