The answer for draining is pressure. It's safe. Remove filter and stuff and cap other pipes introduce air pressure and everything can flow to another filter to recapture your oil. If it was me and I decided to go for the import 3 jaw and backplate, I would leave a little wiggle room on the spigot of the back plate, and then drill and tap 4 holes on the rim of the chuck for adjusting screws, poor mans adjust tru.

Equal parts ATF and acetone makes one of the best penetrating oils I've ever ran across. What you are describing sound more like a D bit. A slot drill is just basically a two flute endmill ground with the ability to plunge cut, and then continue milling a slot.
