Rusty, the caps on those don't age well just setting on a shelf. If I had to make that, I think I would rough it out and leave the shaft fairly large, but small enough that I could take it down to finish diameter in one cut. I might turn the very end and the little notch first, and then go from there all at once.

Grind a neutral rake HSS tool and get it as sharp as possible, fairly large radius on the nose, it will be more of a shaving cut, rather than than tending to dig in and cause chipping
