Yessir (to both your questions).
The broach rotates just fine. I think it just rotates concentrically.
Honestly i think it's just machines as a 'concentric broach', not a wobble broach. hah

Can anyone see the harm in attempting to: 1) Lop the shaft completely off, grind a 1.5deg angle on it 2) Find a way to check centering (install in tailstock with target in the headstock? I am trying to think of how I would do the first (make an extension), and drill a receiving hole offset, so that the end of the tool is in the center of the workpiece. Well since this is a 3/4-36spline shaft, maybe I will buy a 3/4 - 36 spline coupler, make the mating plate with a hole in the center, and weld in the (cut off) coupler to remake the square mating plate?
