The Strasburg Railroad, in Lancaster County, PA, has a working steam locomotive shop. They give tours daily.
I missed the tour the one time I was there, but fully intend to go back.

Don't forget to hit the Railroad Museum of Pennsylvania, which is literally across the tracks.

I stayed there when I was a kid and we brought our kids there too.

Ed,
When you go, take the shop tour on a Saturday. The tours are from 12 noon to 1 PM because that is lunch time and no one will be working. If you do it on a Saturday, their day off, the tour guide will spend a lot more time in there with you.
