If I remember correctly, it is not complete. The magazine folded before the loco was done. (i have copied this for others)

They're available in "stapled booklet" form from Friends Models, copied from the magazines, all in order, etc. and include the followup articles from the North American Live Steamer as well. (Boiler, valve gear and a few other items were covered in this publication after The Miniature Locomotive went out of business).

It just basically deals with laying out the cylinder blocks.
It is only 4-5 pages, I can scan them if you like - hardly seems worth it if you are going to get the drawings / castings from John K, you will have more information from him than these pages.
Let me know.
