That is my understand also, Dick. New had to be amortized off over a number of years, but a rebuild could be written off the first year.

Similarly, the Illinois Central “rebuilt” some 2-10-2 locomotives into 4-8-2s. They kept the tenders, trailing trucks and boilers, and replaced everything else!

I wonder if locomotives were subject to taxes due on items owned, such as "personal property" or inventory taxes? If so, a low ball number could be another way to save on taxes.

c&o rebuilt 4-6-2s to 4-6-4. Pretty sure IC also rebuilt a 2-8-4 into a 4-6-4.

Reading - 2-8-0s to 4-8-4s.

Locomotives today and then likely were "plant, property, equipment" not inventory since they are not items to be sold, rather assets used to provide the service. Railroads have a lot of special case situations in taxes and laws going WAY back. So not 100%. Can you imagine filing property tax in every county that BNSF runs through ? what a headache.

For what it's worth, I looked up the (former) SP in my home town in LA County. (I would have looked up the Alaska Railroad, but it's state owned.) The 89,509 sf section of ROW I looked at in the assessor's data base is exempt and no value is given. In fact, the assessor's entry doesn't even show an owner.
