Additional information on your oiler might get a more useful response. There are many types of hydrostatic oilers.
Size? Type? Picture? Application? Manufacturer?

How stupid of me...it's used to lubricate the cylinder only. You can see where the tube enters the steam line.

is there a plunger inside of the tube or is it just an empty tube?
if an empty tube...then there are limited number of choke points:
either it is not getting steam pressure on one side...or the oil has no place to go once the tube is pressurized.
start cleaning....

Not stupid at all. Just trying to help.
Bill S pretty much said it all: Search and clear until it works!
Try pressurizing it with low pressure air and see if anything passes through.
