Ryan, no can’t image dual use ROW being a difficultly, unless it were blind crossings , say a steep downhill mountain bike trail, shooting across the track. For 15” gauge I figure you need 40” minimum width ROW, for ties and ballast, plus 16” to 24” for drainage ditches, if needed, each side. So standard width around 60” down to 40 in tight spots, if necessary.

12" gage would be narrower and cheaper, stable enough IMO for single row passenger carrying.
