I use an Omron HC3A-A timer relay. You can set any timing you find appropriate. I use a second one of the same to time the operation of the entire crossing signal. The great thing about using this timing relay is the ability to use a magnetic contact switch (window reed switch from an old-style burglar alarm) to trip the signal cycle WITHOUT any voltage on that set of wires. I figured that would be an added safety feature if anyone, especially children, would accidentally contact the wiring.

Hi All, here is a video of our gates, trying to come up with a way to prevent the bouncing, thinking maybe a beefier actuator, thoughts!

Where is the video? Is it on your machine, or is it online somewhere? As an example, has it been uploaded to youtube? If you have the video and want to post it, it must be hosted somewhere, like I said.

Hi All, let’s see if this link worked so you can see how these gates work, it maybe a balance issue, we really don’t want to shorten the gate arms.

Pretty neat! I would try adding more weight to the counterweight and a dashpot to control the bounce. Removing lost motion between the motor and gate may also help, maybe by spring loading it in one direction. Disclaimer - I've never worked with crossing gates.
