copper boiler for 1/12 scale steam locomodtive

I would like to determine the age of a copper boiler that failed a hydrostatic proof test. This boiler was built before two safety valves was required. A header had been added to allow for two safety valves, so that it complied. MY question, when was the two safety valve requirement established in the USA? F Wright

It varies from club to club and state to state if the state inspectors are involved
Where I run a 2.5" gauge loco they are ok with one valve...but on a 4.75" or 3.5" gauge they want two.

Thinking about it...if it is a copper boiler that failed...it was probably built with sil phos solder and the joint failed...probably leaked like a leaky faucet. .
This stuff was commonly used in the 60-70's
I had a boiler in my possession built in the early 1980's with sil phos by a well known manufacturer who should have known better.
If you look closely enough, most boilers have a date and pressure stamped or etched in some where.
