Your vise is usually used on tool and cutter grinders. I have used them to grind special lathe bits. They are not built to be rigid because you don't need to be all that rigid if you are just kissing the material with a grinding wheel. I bought a new one off ebay years ago.

That boring head is a Criterion, one of the better brands.

Downside is that is has a single hole into which you put the boring bar, so it has a limited range.
