You still need a bunch of air moving across the hydrostatic transmission if you're going to keep it cooled. Look at how the hydrostatic transmissions on lawn mowers are cooled, and you'll see where they place the fans. These are made to have a fan on the input shaft blowing air across all those fins to keep them cool.
