Diesel whistle

Hi All, we are looking to install a diesel whistle on a ride around gas powered 7.5 gauge locomotive, something that is not too over powering, right now we are using a set of car horns which doesn’t quite make it.
Any thoughts?

You could try using a truck air horn at reduced pressure. As a further volume-reducing measure, place a baffle made of wood in front of the horn's bell to absorb some of the racket.

There are whistles and there are horns..

Fiamm makes some interesting sounding electrical horns..without going totally overboard
Too many things going on to bother listing them.
