did you read my note about old floats and ethanol in gas causing fuel level problems????
Too many things going on to bother listing them.

Hello all, I have some questions
did this engine ever run since you got it ?
is the plug's ceramic dry or wet, if dry squirt some motor oil in the plug hole helps with compression
if its wet, dry the plug with a propane torch in a vice it will stay really hot for a really long time does it have an oil pan if so does the oil smell like gas dump it you have oil dilution which could stop you from starting along with other problems
check for spark while plug is out crank engine do not get bit by the spark! got some fire, good !

Is it magneto or battery ignition ? if ignition do you have a charged battery voltage is above 6 volt or is it a 12volt system charged above 12 volts
check igniton points for corrosion or is it and ignitor clean its contacts
fuel delivery is there a fuel pump and float ,a gravity fuel delivery with float or a fuel return line like McCormic Deering how clean is the tankard fuel how old the fuel how clean is the fuel filter ? can you blow through it without popping your ears
if the plug is dry spray some bearymans carb cleaner in the plug hole install that warm clean plug ig wire crank on it see if you can get a pop out of it .
if yes you have a fuel problem as you suspected is fuel leaking out the carb bet there is dirt allowing fuel past needle and seat give the carb small wack see if the stuck float starts workin fuel stops leaking.
Not knowing what your working on these are Ideas to get an engine that's dead a diagnosis good luck
