I found these driver castings in the basement of my friend's uncle. Anyone have any idea who may have produced these and what locomotive they would be for, as they have no counterweights. There were 4 all together. They measure at 7" across the tread and are 1" thick. 7-3/8" od. w/flange

Yankee Shop/ Friend’s Tiger, an early American 4-4-0 also had no counter weights.

The Little Engines 4-4-0 drivers also have no counterweights. They used the bolt-on counterweights like a lot of the early locomotives did.

A well as what's already been said, Little Engines American/CPHuntington drivers have 16 spokes, which is what you've got.
However, what you've got has flat-backed spokes, formed with a 1-piece pattern. The LE drivers, at least older ones, were made with a split pattern and the spokes were oval.
