pacrat is on track with the 80 percent complete rule of thumb in the usa other countrys are differient and your state or local may even add a few extra twists.

you are on track with the battery charger and dimmer switch to adjust the voltage down if needed, it will need to be a old one with out all the auto charging stuff added on. if you need a higher voltage then a auto transformer will in most cases take the input up to around 130v to 140 v with output ...

check out caswells site. the late fibergeek did a lot of work on setting up home systems
a home built constant current 0 to 30 volt supply plans used to be posted there
doing it at home is pretty straight foreward( you will be working with acids and dyes)

thanks for the words of caution, i have written similar many times on other forums i have a large air compressor unit for filling scba tanks and scuba tanks. however now that i am migrating to a home shop 10 hp 3 phase power is a bit much for a residental service. and yes my machine is verymuch like...

i have a round collum version and have used it a lot, the presence of apower feed is a nice upgrade.
you may find the need to brace the top of the collum to a solid wall that is a lot of iron hanging off of it
