After the toxic derailment in Ohio. A report was published that mention overheated bearing boxes. First report to train conducted was at 150 degrees, then 250, then 450. Then came the derailment. The article stated that above 400 the train was required to stop. Appears that was not done, or quickly....

Adjustable flow control valve is the ticket. The best control is a variable flow hydraulic pump, motor.
The type used on zero pivot mowers. They a pump and motor in a single bolt onto the engine. You need to match the pump HP to the engine HP.
Not very expensive, 4-500. Made in China .

Second the ball end mill. If the tap protrudes at all above the surface, here's the way I have done a few times, 100% success. Take a piece of steel scrap, drill a hole thru the size of the tap, then drill a hole say 1/4 but not thru, leaving a shoulder at the bottom. Now mig weld the hole full. If ...

Yeah, that steel looks old, and a bit crude. As it is past 2 g's and may need a boiler. The interest goes down quickly.

Do you have a milling machine, that would do that kind of work easy.
Or drill four corners, cut with nibbler, might do AL that thick. Or saw of your choice.

Clamp it in a mill, bore one end. Then use an EXPANDING collet into that bore. They are made soft to be turned to the size needed. I made a collet tube just for these collets, that used a 3/4 threaded rod, fixed to the tube. A lot more force than a handwheel. You could also use a hex collet holder, ...

The expansion of the piston, is offset by the expansion of the cylinder. So .003" expansion of the piston, is partly offset by expansion of the bore, .002 ÷/-.
