Hello, Those parts can be milled out of solid. I think if you were to make hundreds the levers would be practical made out of stamped sheet. Hello,
If you are building a new track using groovy ties you could cut the grooves at an angle to match the tread angle of the wheel giving a much bigger contact area. This is what the tie plates on the real railroad do. Rounding the edge would still be a good idea to reduce the flange fillet wear.
